Project Background

The existing engineering infrastructure at Tung Chung New Town (TCNT) was completed in April 2003. The current population of TCNT is about 98,000 while the planned population is about 124,000. The Government has been planning to further develop the TCNT into a comprehensively planned new town with a larger population capacity and adequate local and regional community facilities.

The Planning Department and Civil Engineering and Development Department (CEDD) jointly commissioned the Planning and Engineering Study on the Remaining Development in Tung Chung – Feasibility Study (the P&E Study) in January 2012 to review the remaining development potential of TCNT. Following a three-stage public engagement exercise completed in October 2014, a development proposal of Tung Chung New Town Extension (TCNTE) including the Recommended Outline Development Plan, the major development parameters and land uses are formulated.

The proposed TCNTE will cover areas on the eastern and western flanks of the existing TCNT. It will provide about 62,100 residential flats for a population of about 184,000. It will also provide about 500,000 square metres (m2) gross floor area (GFA) for office use, 327,000 m2 GFA for retail use and 50,000 m2 GFA for hotel use.

Land has been reserved in the extension area for recreational educational and community uses such as sports ground, and post-secondary institution. At Tung Chung West, a channelized section of Tung Chung River at the northeast of Shek Lau Po together with the immediate upstream section up to Shek Mun Kap Road will be revitalized into a river park for recreational use with a view to enhancing and promoting water-friendly culture. Upon completion of the proposed TCNTE, the total population of Tung Chung will increase to about 320,000.

The proposed TCNTE was included in 2014, 2015 and 2016 Policy Addresses as a key land supply measure. The first population intake is targeted in 2025.

Project Scope

To ensure timely provision of infrastructure to achieve the first population intake in 2025, CEDD has now engaged consultants to conduct investigation, detailed design and construction supervision. Scope and nature of the proposed works include the following:

  1. Reclamation works for about 130 hectares (ha) of land including construction of associated seawall and eco-shoreline for the development of TCNTE at Tung Chung East and a primary distributor road (Road P1);
  2. Site formation works for about 10 ha of land for the development of TCNTE at Tung Chung West;
  3. Engineering infrastructure works including roads, footbridges, drainage, sewerage, waterworks, sewage and salt water pumping stations, fresh water and salt water service reservoirs, and flood protection measures;
  4. Provision of new cycle tracks connection to the existing cycle track network;
  5. De-channelization of the channelized portion of Tung Chung Stream and provision of a river park;
  6. Landscaping, reprovisioning and ancillary works; and
  7. Environmental mitigation measures including noise barriers for the works mentioned in (i) to (vi) above.

Tung Chung East
  1. Proposed Reclamation including seawall & eco-shoreline

    Reclamation works abutting the coastal area between Tung Chung Phase 3A and Tai Ho Bay Inlet, and construction of associated seawall and eco-shoreline for forming about 130 hectares of land for the development of Tung Chung New Town Extension at Tung Chung East and construction of a primary distributor road (Road P1).

  2. Proposed Road P1

    Construction of a section of future Road P1 between Tung Chung and Tai Ho (including the associated Tai Ho Interchange). The proposed Road P1 will form a major external highway connection of Tung Chung East.

  3. Proposed Tai Ho Interchange

    Construction of an elevated interchange near Tai Ho connecting Road P1, North Lantau Highway and Cheung Tung Road.

  4. Proposed Roads

    A comprehensive road network is to connect Tung Chung East with the town center area.
    District and local distributors are planned to provide convenient external and internal connection. Public transport interchanges will be provided to facilitate convenient transfer of various transport modes and enhancement of internal circulation. Roadside amenity areas to be integrated with pedestrian footpaths and cycle tracks will be provided along major roads.

  5. Improvement Works to Tung Chung Waterfront Road and Ying Hei Road

    Improvement works to existing Tung Chung Waterfront Road and Ying Hei Road including construction of noise barriers and footbridges, resurfacing of road pavement, etc. for upgrading them to a primary distributor as part of Road P1.

  6. Cycle Track

    Construction of a comprehensive network of cycle track along the waterfront promenade and walkways, connecting most of the leisure facilities, cultural heritage and natural destinations in Tung Chung, allow safe and joyful cycling, and enhances the connectivity within Tung Chung.

  7. Footbridges

    Construction of pedestrian footbridges at Ying Hei Road/Ying Tung Road and Ying Hei Road/Yee Tung Road junctions.

  8. Proposed Sewage Pumping Stations

    Construction of sewage pumping stations and associated sewerage collection system for sewage treatment at Siu Ho Wan Sewage Treatment Plants. The sewerage works will be carried out in phases together with the roadworks.

  9. Proposed Salt Water Pumping Station

    Construction of salt water pumping station for flushing use.

  10. Proposed Fresh Water Service Reservoir (FWSR)

    Construction of Fresh Water Service Reservoir (including associated site formation works) and associated distribution mains system.

  11. Infrastructure Works for Tung Chung Area 58

    Construction of roads and associated works to facilitate the development of Area 58.

Tung Chung West
  1. Roads

    A comprehensive road network is to connect residential areas and villages with the town centre area.
    District and local distributors are planned to provide convenient external and internal connection. Public transport interchanges will be provided to facilitate convenient transfer of various transport modes and enhancement of internal circulation. Roadside amenity areas to be integrated with pedestrian footpaths and cycle tracks will be provided along major roads.

  2. River Park

    This zone is intended primarily for the development of River Park, which forms part of the sustainable drainage and flood prevention system. It is intended to improve the environment, allow recreational uses, promote “water-friendly” culture and eco-education, and to allow the public to enjoy the local natural environment.
    On the eastern tributary of the Tung Chung Steam, both sides of the Tung Chung Stream will be developed into a “River Park” for public recreational use, together with an education centre to promote this Sustainable Urban Drainage System (SUDS) concept. A combination of vegetation, natural materials such as landscape enhancement and walking trails/elevated boardwalk to improve the accessibility to the Tung Chung Stream will be considered. Attenuation ponds will be included for removing pollutants generation within residential and village developments adjacent to the River Park and to mitigation flood risk.

  3. Site Formation Sites

    To achieve early delivery of land to meet the housing needs and ensure timely provision of a comprehensive range of commercial, retail, open space and Government, Institution or Community facilities in tandem with the population build-up, site formation works are scheduled to commence in phases to enable population intake in a gradual manner.
    The proposed site formation levels for various sites within the Area has taken into account with the existing/ proposed adjacent road level. Various degrees of site formation works of the natural slope including cut slope, retaining wall and filling works would be required.

  4. Polders

    This zone is intended for the development of polder, which forms part of the sustainable drainage and flood prevention system.
    Elongated strips of land mainly along the western tributaries of the Tung Chung Steam are reserved for polder scheme within the Tung Chung Valley. This is intended to mitigate flood risk due to anticipated high water level of Tung Chung Steam during extreme rain events.

  5. Sewage Pumping Stations

    The Area is located within the Siu Ho Wan sewage catchment and all sewage generated from the Area will be discharged to the Siu Ho Wan Sewage Treatment Works (SHWSTW) for treatment.
    Sewage generated within Tung Chung West will be discharged to Siu Ho Wan Sewage Treatment Works by pumping via proposed sewage pumping stations and the upgraded of Chung Mun Road Sewage Pumping Station.

  6. Stormwater Attenuation and Treatment Ponds

    This zone is intended for the development of stormwater attenuation and treatment ponds, which form part of the sustainable drainage and flood prevention system.
    The attenuation ponds is intended to ensure each development area within the sensitive Tung Chung Valley will be fitted with a stormwater quality treatment and attenuation pond to remove pollutants generated within new urban development before and to mitigate flood risk.

  7. Village Sewerage Area

    Village sewerage is proposed to serve the existing and planned village developments and government managed facilities, such as refuse collection points and public toilets. in the planning area of Tung Chung West as far as possible.

  8. Cycle Track

    A cycling network has been designed in the Area to connect residential areas and villages with the town centre area.
    Cycling networks connecting to the possible eco-trails within the Area will be provided. Cycle tracks together with cycle parking facilities will be provided at major “Government, Institution or Community” facilities and strategic locations to encourage the use of cycling. Cycle track is also proposed along the promenade for leisure purpose.
